It's easy to check if you can set up an ad for your competition's fans . Just enter the name of their fan page in the interests section when creating a campaign in the "Advertisement Set" section. If a third-party website appears as an option to choose from, click it and you're done.

Unfortunately, in most cases this won't be possible.
