Is fast link building a bad thing?

If you've browsed online SEO forums, you've probably seen a variety of answers from so-called "experts." Some even provide specific numbers of backlinks allowed per day. They sound so certain. And that only adds to the confusion.
Along with this, backlinking became more complicated with the introduction of Google's Penguin update . This update targeted spammy backlinks and imposed penalties on websites whose backlinks looked unnatural.
So, with all this confusion, can we safely say that building too many backlinks too quickly is chinese overseas europe database bad for SEO?
