In Ukraine, students have the right to academic mobility, but there are certain categories for whom this right is not available. In this article, we will consider what academic mobility is, who has the right to use it, what types of it exist, as well as other important aspects of this process.

What is academic mobility?
Academic mobility is an opportunity for participants in the educational process, i.e. students, teachers, researchers, to receive education, teach, undergo an internship or carry out scientific activities in another institution of higher education or a scientific institution, both in Ukraine and abroad, in accordance with the Law of Ukraine "On Higher Education".

The procedure for organizing and implementing the right to academic mobility is regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 579.


Who is a participant in academic mobility?
Participants in the academic mobility program include citizens of Ukraine, foreigners, stateless persons, as well as persons who have been granted the status of a foreign Ukrainian, persons recognized as refugees, and persons in need of additional protection. These persons must receive professional pre-higher or higher education iran phone numbers of a certain level, receive an academic degree in full-time education, or work in a Ukrainian institution of professional pre-higher or higher education or a scientific institution. They have the right to participate in the academic mobility program in another Ukrainian or foreign educational institution or scientific institution, in accordance with certain conditions and procedures.

Foreigners and stateless persons who receive higher education, education corresponding to the level of professional pre-higher education, an academic degree or work in a foreign educational institution or scientific institution, and who, in accordance with the Procedure, participate in the academic mobility program in a specific Ukrainian educational institution or scientific institution.


Who is not eligible for academic mobility?
Persons who are temporarily allowed to participate in the educational process.
Listeners.
Students who have taken a break from their studies in accordance with legal requirements and are on academic leave.
Students (applicants for an academic degree) of military educational institutions of professional pre-higher and higher education (institutions with special educational conditions), as well as their employees.
Students (applicants for an academic degree) and employees of educational institutions (research institutions) sent by the Ministry of Education and Science abroad for training, internships, pedagogical, scientific-pedagogical or scientific work within the framework of international intergovernmental and interdepartmental agreements on cooperation in the field of education and science, as well as within the framework of international programs and projects.

In addition, participation in the academic mobility program is not permitted for educational institutions (research institutions) with foreign investment of a state recognized as an aggressor state or an occupying state in the established manner, or for educational institutions (research institutions) registered on the territory of such a state, or for institutions whose ultimate beneficial owner (controller) is a resident of the aggressor state or the occupying state.

Participation in the program is not permitted for educational institutions (research institutions) that have a permanent location on the territory of an aggressor state, an occupying state, or a state that does not recognize the temporarily occupied territories as part of Ukraine.

Citizens of a state recognized in the established manner as an aggressor state or an occupying state, or a state that does not recognize the temporarily occupied territories as part of Ukraine, also cannot participate in the academic mobility program.


Objectives of academic mobility:
integration of Ukraine into the European educational and scientific community;
increasing the competitiveness of the scientific and educational environment of Ukraine;
exchange of innovative practices and experience in the field of education and science;
modernization of the education system;
expanding cooperation with international partners in education and science;
implementation of digital technologies in the educational process and management;
development of professional competencies and skills, as well as personal qualities of mobility participants;
improving the quality of education and the effectiveness of scientific research;
strengthening social, economic and cultural ties with other countries.
